The Learning Community International (TLCI) offers a new way of learning for students who might not thrive in traditional schools. Many traditional schools struggle to meet the needs of talented students, those with special needs, and those who learn best outside of a typical setting. TLCI aims to help each student grow by creating a custom learning plan that matches their interests and strengths.
At TLCI, students learn to think critically, make good decisions, and become problem-solvers. Since 1984, TLCI has focused on helping students become well-rounded, independent learners ready for both school and life.
Get To Know Manfred Smith, M.Ed
Manfred, co-founder and Principal Director of TLCI, is a retired Maryland public school teacher with over 40 years in alternative education. He’s a certified facilitator of the Theory of Constraints, helping students develop strong reasoning and communication skills. Manfred has received awards for his work in education and has shown impressive results in teaching kids these strategies.
In 1979, Manfred founded Maryland’s first Home Education Association to support homeschooling families. He coordinated legal help for parents and worked on Maryland’s homeschooling laws, making a big difference in home education rights. Manfred is also a popular speaker who runs workshops and has organized many conferences.

The plan is complete with customs courses based on personal interests, goals, and outcomes using carefully selected resources, projects, experiential learning, travel, and an approach to learning that best suits each learner’s unique needs.
Customization and Flexibility
Custom courses are designed with clearly articulated goals and learning outcomes that intrinsically motivate the learner to know, do, and value the subject matter of their choosing.
Guidance, Support, and Assessments
Throughout the year, daily, weekly, and monthly, the advisor and mentors guide the learner by participating in a continuous journal of reflections and self-assessment.
